Paying for Care
Help understanding how care gets paid for.
Most families call before they know which program applies. That is fine. Where the person lives and what they need can point toward a Medicaid waiver, VA-authorized care or private pay. A Freedom Senior Services coordinator can explain the pathways we support and help you understand which questions to answer first.
Medicaid makes care possible for many families who qualify.
Medicaid waiver programs can pay for home and community-based services so eligible people can receive support outside a facility. Kentucky programs include the Home and Community Based (HCB) Waiver, Michelle P. Waiver and Supports for Community Living (SCL). Ohio programs include PASSPORT and the Ohio Home Care Waiver. Each program has its own rules. Freedom’s participation, the services it provides and any plan contracts must be confirmed for the person’s market and situation.
A coordinator can explain the payment pathways Freedom currently supports where you live, what information to gather and which agency or program decides eligibility and authorization. Program availability does not mean every Freedom service is covered.

Veterans have a separate path through the VA.
The VA determines eligibility, authorizes services and hours, and determines any applicable copay. Where Freedom participates and can meet the authorized need, we provide the care and coordinate with the veteran’s VA care team.
Can a family member be paid to provide care?
Some programs permit eligible family members to provide approved care, subject to the program’s rules and required approvals. The arrangement differs by state, service and relationship. A coordinator can explain any pathway Freedom currently supports where you live.
Private pay gives some families another option.
Private pay is available for some services in some markets. Your local team can tell you whether it is available for the service you need and explain the charges and terms before care begins.
Start with your situation.
- Tell us what is happening. Share where the person lives and what help would make daily life easier.
- We identify the paths. We explain which payment options are worth exploring and who makes the decisions.
- We help with the steps. Your coordinator explains what information may be needed and connects you with the right Freedom team.
- Care begins after the required approvals are in place and staffing is available. Your coordinator stays involved as needs change.
